Triennial Reassessment:
Reassessment of property in Cook County is done every three years. The Cook County Assessor’s Office alternates reassessments between the northwest suburbs, the southwest suburbs and the City of Chicago. When properties are reassessed, the Assessor will send out a Notice of Proposed Assessed Valuation to each property owner. The assessor notice lists the prior assessment, new proposed assessment, property value, and other important information regarding the property. It is important for taxpayers to check the information carefully and file an assessment appeal if they feel they are incorrectly assessed. Property Taxes:
The Cook County Treasurer calculates your property tax bill. The tax cycle begins with the Cook County Assessor who places a Property Value on each of almost 1.6 million parcels in Cook County. The Cook County Board of Review then hears protests and determines those property values. The Illinois Department of Revenue analyzes the assessments in every county throughout the state and determines the State Equalization factor. This multiplier is then applied to those counties’ assessments, which fall below the statutory 33-1/3% level of property value. The Cook County Clerk reviews the municipalities’ budgets and determines the tax rates that should be applied to the assessments based on the estimated expenditures for each unit of local government. The Cook County Treasurer calculates the tax bills, mails them out, and collects the tax dollars. Transfer Taxes:
Purchasers of real estate located in the City of Chicago are liable for a Real Estate Transfer Tax equal to $7.50 per $1,000 of the purchase price. For most taxpayers, the purchasers’ attorney handles this transfer tax and tax return requirement at time of closing by filing a Real Property Transfer Tax Declaration form.
 
City and Residential Parking Stickers:
If you live in the city and own a motor vehicle, the City of Chicago requires that you purchase an annual city sticker. You can purchase your vehicle sticker in person at City Hall or at many currency exchanges and local banks. For information regarding city vehicle stickers, call (312) 744-5346.
 
Water Bills:
Water Bills are issued semi-annually for most small, non-metered residential properties based on standard assessments for the size of the individual lot, the building and its plumbing fixtures as itemized on the customer bill. Other homes, including all recent construction and all large residential, commercial and industrial properties are metered and billed monthly or bi-monthly for water based upon meter readings reported by water rate takers. Estimated bills are issued when actual meter readings are not obtained. You can contact the Department of Water Customer Service at (312) 747-9090.
 
Zoning:
The Zoning Ordinance was passed in 1975 and controls land use within the city – meaning all buildings or developed properties are affected. It consists of guidelines that help protect the value of residential property by preventing undesirable uses. The ordinance also sets standards that help control the size of buildings and the types of related facilities that may be provided, such as off-street parking. It prevents neighborhoods from becoming over-developed by limiting the number of homes or apartments that can be built in a given area. Additionally, it helps determine where buildings will be placed on a lot and encourages developers to provide open space surrounding buildings.
